If Councilors don't understand how can they delegate decision making

The Beagle Editor,

The Eurobodalla Shire,s Elected Representatives – Councillors, are expected to soon be involved in “Workshops” to talk about “Delegations” or Councillors delegated authority to deal with a large range of matters and make decisions for the community on behalf of the elected councillors, as they decide. Delegated Authority is in the end about decisions and expenditures associated with those decisions as they occur. If the “Elected Community Representatives” don’t understand what the final decisions in relation to the delegated authority actually involves, then how can they delegate the decision making authority?.
